The gameplay of Rebel Inc is clear to those who played Plague Inc from the same developers – a game about the destruction of humanity with the help of a virus, fungus or other infection. The same mechanic is used here. There is a map of the country, divided into several regions (cells). Gradually, rebel camps will begin to appear in the regions and spread to neighboring cells. To contain them, it is necessary to introduce the military and, at the same time, improve the quality of life of the inhabitants so that fewer people join the resistance.
To influence the state, you need to introduce initiatives, they are divided into three groups. Civil Initiatives – development of infrastructure and social areas of the country. For example, you need to build normal roads, provide children with schools and adults with jobs. Government initiatives affect the entire country. For example, you can invest in the fight against corruption, propaganda and the development of international relations. And military initiatives allow us to recruit new military personnel, build roadblocks and develop a drone system for reconnaissance.
Every initiative costs money. Unwise waste of money leads to an imbalance in the economy – to inflation, increased corruption and a decrease in trust in the ruler. Therefore, it is necessary to gradually develop each branch of initiatives, adjusting to the situation and not forgetting to think for the future.
In the course of the action, the game throws up situational tasks that require immediate solution. For example, a bomber may accidentally hit a civilian's home – you can try to hide this fact, minimize the number of casualties, or take full responsibility. And there can be no single correct answer in this game. Admitting guilt is guaranteed to lead to a decrease in reputation, and deception can save you from this, but if the fact of killing innocent people is revealed, it will further reduce reputation.
Another part of the gameplay is fighting the rebels. For money, you need to hire the military, establish garrisons, improve equipment and develop other areas such as reconnaissance drones and bombers. It is necessary to correctly place the military in the cells in order to prevent the rebels from going to other regions. To increase the efficiency of the grouping, the military should be placed on neighboring cells, and if there is a garrison nearby, this gives an additional bonus. The main thing is not to leave the rebels unattended for a long time, otherwise they will settle in one region and it will be more difficult to fight them. Each defeat is a blow to the reputation of the ruler.
If the resistance is suppressed as much as possible, then the rebels will agree to negotiations. They will have their own requirements, and you can fully or partially agree with them or completely reject them. You also need to choose who will be responsible for the victims – the government, the rebels, or all at once. And the final stage is the decision of the fate of the rebels. They can ask for a seat in the government or create their own party, but they can simply be put on trial. It depends on each answer whether the rebels will agree to a peace agreement or will only increase resistance.
There are five maps in the game – each with unique terrain and its own characteristics. For example, if the rebels settle in the mountains, it will be more difficult to exterminate them. Also, each mission can be completed on three levels of difficulty, in order to open the next map, you need to win the previous one at least at the average level. Additional bonuses are provided by advisers – this can be an economist who will allow you to increase the budget, or a military man who will more effectively suppress resistance.
